This position serves our partners at the Bureau of Criminal Apprehension (BCA) within the Department of Public Safety (DPS). MNIT BCA provides comprehensive IT operations and support services, custom application development, and dedicated business-specific support functions for investigative and specialized law enforcement services. You will support an agency that partners with law enforcement, public safety, and criminal justice agencies to prevent and solve crimes. As a Software Developer, you will be responsible for debugging and implementing criminal justice information applications and integrations for the Bureau of Criminal Apprehension (BCA) in the Minnesota Justice Information Services (MNJIS) department that are critical to ensuring the safety of all Minnesotans. You will provide input and participate in legacy applications and database debugging, including the triage of logical and physical data models, and provide technical knowledge in the development of web based applications, middleware applications, web services, and message brokers. Additionally, this position provides ongoing support for applications by defining, documenting, and implementing solutions for new requirements and feature requests. This position frequently works with other technical staff, business staff and vendors to implement solutions to meet BCA goals and objectives. **This position requires an employee to be onsite at¿1430 Maryland Ave E, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location.** Telework ( for Minnesota IT Services is available on a limited basis. ( **:** Position requires a minimum of three (3) years of IT related experience in web services, development, design and implementation. Experience must include: + C# development experience within the object-oriented framework .Net 4.6 and above. + Microsoft SQL Server with writing T-SQL. + Experience working with HTML/CSS. + Experience working with ASP.NET MVC. + Experience triaging and debugging applications with minimum documentation. + Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties. + Customer service skills that include active listening, empathy, and problem-solving A master's degree in Information Technology or an IT related field substitutes for three (3) years of experience, OR an IT related bachelor's degree substitutes **Preferred Qualifications** + Experience working with Javascript. + User interface design concepts. + Experience with XML Schemas. + Unit test experience (NUnit). + Experience with SOAP/REST Web Services. + Experience authoring XSL transformations. + Experience using Entity Framework. **Additional Requirements** It is the policy of Minnesota IT Services that a successful candidate must pass all legally required checks prior to employment which may consist of the following: + SEMA4 Records Check (applies to current and past state employees only) + Criminal History Check + Reference Check + Social Security and Address Verification + Education Verification + CJIS Background Check + Drug screen (BCA & Some DPS positions) + Other legally required checks **Minnesota IT Services does not participate in E-Verify.
